Community Meeting
Proposed Fibre Broadband Network

Wamboin Community Hall, 7.00pm

The Wamboin Communications Action Group (WCAG) has been working over the last year to identify options to deliver a better broadband network for our community in the Wamboin, Bywong and Sutton region. Our efforts here picked up pace once it became clear that, notwithstanding our proximity to Canberra, we were being relegated to the poorest NBN option – the Satellite based SkyMuster service. You can find more details about this and the background to the group at our web site at https://sites.google.com/site/wamboincommunications/home.

A few months ago we commenced discussions with a commercial party to investigate the potential of building a local Fibre based network - with fibre connection to the Internet delivered right to your home or business! Significant progress has now been made and we would like to share with local residents the detail – including timing, speeds, data allowances and costs. With your support the answers you’ll hear to these are .... 2018, very fast, lots and comparable .... in that order.

At the meeting you’ll get to hear from members of the Action Group with a detailed presentation on the proposed network being delivered by our possible network builder and operator, followed by a Q&A session.

We do need your support to make this a success, so join us at the Wamboin Community Hall from 7.00pm to learn what is being proposed and what you have to gain by being an early participant.

Talk #2 "The Local Land Services Talk"

How Does Local Land Services (LLS) Help Local Landholders?

Are you aware of the potential range of services that LLS offer our rural-residential area and how this might help you? Do you want to know more about programs such as “Feral Fighters”, “Save our scarlet robin”, and the opportunities to learn how to improve your land and livestock management skills?

Rebecca Bradley, Senior Natural Resource Management Advisor with South East Local Land Services has kindly accepted our invitation to be our second guest speaker for 2017. Rebecca’s presentation will provide us with a summary of the range of services offered by LLS in the Queanbeyan-Palerang region, and provide a range of examples of local projects that are supported by LLS. Of course she will also be happy to respond to your questions.

WCA Spring Talks Series, 2017
Talk #1 "The Snake Talk"

Wayne Alford, Snake Coordinator, Wildcare, returns as 2017’s first guest speaker. Wayne’s snake handling demonstration and compression bandaging of an enthusiastic volunteer at his 2015 Spring “Snake” Talk enthralled and entertained the audience, especially the children.

Wayne’s presentation could literally save a life – yours or your pet’s! Wayne will talk about snake safety, first aid, tips for living with snakes at your place and of course he’ll answer all questions. He will also have recommended snake bandages for sale at $20 each (cash only).

Children are particularly welcome. Sorry to disappoint, but, no live snakes are brought into the Wamboin Hall!

The talks will be preceded by a short meeting of the WCA, and will be followed by refreshments and an opportunity to speak to the presenters, meet more of your neighbours and get to know what’s really going on in your community - it's where we all live!

Cuddly toys are nice, but spare a thought also for those who are often overlooked: mums and adolescents. Councils, households, schools and community groups are set to join hundreds of thousands of Australians across the country on Saturday 24th October as part of the rapidly growing national community and sustainability event, Garage Sale Trail.

In bringing Garage Sale Trail to its local residents, Palerang Council saw an opportunity to deliver a fun, creative and community-driven program for the benefit of residents and local organisations who might want to repurpose their unwanted belongings; live in a more sustainable fashion by reducing waste; connect with their community and raise some money for themselves or others.

Norton Road Rehabilitation Project

Community Consultation Meeting

Residents may not be aware of the extent of Council's plans for the rehabilitation of the western part of Norton Road. The most recent works were undertaken on the section between Bingley Way and Merino Vale Drive. The next stage of the project will be the section from Sutton Road to Furnloff Road.

Planning for this phase of the project is now well advanced with site works expected to commence before Easter and carry through into June this year—weather permitting.

The scale of the project is likely to have some considerable impact on traffic movements through this area of Norton Road. While the recent Macs Reef Road rehabilitation project saw that road closed for several weeks, due to the lack of a suitable alternative route to Queanbeyan, this is not seen as practical in the present case. Nonetheless, the works on the Norton Road hill, in particular, will be of such a scale that extended delays for vehicular through traffic will be inevitable.

In response to initial feedback from the Wamboin community, Palerang Council, in conjunction with the Wamboin Community Association, will hold a public consultation session on Wednesday 26 March, from 7.30 pm, at the Wamboin Community Hall, 112 Bingley Way, Wamboin.

Council’s Director of Works, Mr Gordon Cunningham, will provide an illustrated overview of the project and engineering staff will be on hand to answer any specific questions about either the project or road construction in general.

Questions or comments in the interim may be directed to the Director of Works, Mr Gordon Cunningham on 6238 8111 during business hours.

National Capital Car Rally

Kowen Forest will be CLOSED

The Brindabella Motor Sport Club would like to notify all residents in the Wamboin area that the Kowen Forest will be CLOSED to the public from 5:00 pm Saturday 1st March to 12:01 am on Monday 3rd March 2014.

The forest will be closed due to a high speed car rally.

Kowen forest will be closed for the running of the “National Capital Rally”. The Rally is the opening round of the East Coast Bullbars Australian Rally Championship; the NSW Rally Championship and the Techworkz Automotive ACT Regional Rally Series.

The forest will be chained up on Saturday night 1st March in preparation for the event. We will be locking all gates, styes and horse cavaleties. Notices will be put up before the event advising of the forest closure. “Forest Closed” signs will be put up when we chain up the forest.

There will be NO PUBLIC ACCESS via Seven Mile Road. This road is to be used as a transport leg for support vehicles. Regular water spraying will be conducted to minimise any dust impacts, and vehicles shall not exceed 40km/h.

The Brindabella Motor Sport Club requests that residents do not enter the forest from the Wamboin side, as this will endanger you and the competitors.

The Forest will be re-opened after the event, and open to the public for Monday morning. We will open the forest as early as possible to let the early risers in for their Monday walk!

There will be a spectator point on Kowen Road. Please join us, to see some of the best Australian and local rally talent.

We are always in need of volunteer officials to help us run the event over the weekend. If you are able to assist, please register your details at www.nationalcapitalrally.com.au

Competitors will be conducting reconnaissance on Thursday the 27th February between 7:30 am and 6:00 pm. The forest will be open to the public, however, Wamboin residents should be aware that there will be increased traffic.

If you have any questions, please contact ACT Forests – 6207 2486 or

Local residents have tended to be a little on the outer in the run up to federal elections since residents of Bywong, Sutton East and Wamboin were moved from Eden-Monaro to Hume. With Bungendore and Queanbeyan still in the seat of Eden-Monaro, this tends to be the focus of the local media. Candidates for the seat of Hume, however, have been invited to address local residents and take questions on matters of concern in the upcoming federal election. This is your chance to meet your aspiring representatives.

A New Planning System for NSW

The NSW Government is undertaking a major reform of current planning legislation and practices.

The aim of the new planning system is to make NSW more competitive by improving decision making, providing more certainty and making it more cost effective to do business in the state. It will focus on people and communities, rather than processes. Communities will have a say in shaping their local area by helping to develop the long-term strategic plans that will set the ground rules for development.

On 16 April, the NSW Government released the White Paper A new planning system for NSW for public feedback.

An extensive program of engagement and consultation activities on the White Paper has been announced. This includes regional and metropolitan discussion sessions being held across NSW during May and June for the community, planning practitioners and the building industry.

In particular, a public forum will be held in Queanbeyan on Thursday 23 May 2013, 6.00 pm – 7.30 pm, at the Queanbeyan Bowling Club, Cnr Campbell and George Street, Queanbeyan.

Anyone interested in attending is encouraged to register beforehand.

Macs Reef Road Rehabilitation Project

Community Consultation Meeting

As part of its 2012/13 Operation Plan, Council voted $1.125m toward the rehabilitation of Macs Reef Road, between Newington and Bankers Roads.

Planning for this important project is now well advanced with site works expected to commence late in March and carry through into June this year—weather permitting.

The scale of the project is likely to have some considerable impact on traffic movements through this area of Macs Reef Road and one strategy currently under consideration is the complete closure of the road between Newington Road and Bankers Road during the earthworks component of the project—a period of approximately six weeks from early April to mid May.

In response to initial feedback from the Bywong community, Palerang Council will hold a public consultation session in conjunction with the next meeting of the Bywong Community Association, set down for 7.30 pm, Monday 11 February at the Bywong Community Hall, Birriwa Road, Bywong.

Palerang Council Local Environmental Plan Briefing

Palerang Council planning staff will be present to provide a briefing on the draft of the new Palerang Local Environmental Plan that will be released for public comment on 5 December 2012. The public exhibition period will run until 8 March 2013. Interested residents are encouraged to attend this briefing and submit their comments to council during this period.

The Palerang Local Environmental Plan is the primary piece of planning legislation governing development within the Palerang LGA. To date, planning in various parts of the shire has been covered by the six LEPs that were inherited from the shires that contributed land to form Palerang back in 2004. The new PLEP is based on a standard template, provided by the state government and designed to bring a degree of uniformity to planning throughout NSW.

Please note the change of date from that advertised in the November Whisper.

The annual Christmas carols sing along at the Wamboin Community Hall, commencing at 7.00 pm, with an appearance by the jolly gentleman in red himself! The 'formal proceedings' will be followed, as is the tradition, with a sausage sizzle for all the family. All welcome, young and old, with proceeds to the Salvation Army.

As is also the tradition, there will be a Giving Tree, for Christmas gifts and non-perishable food also to be distributed by the Salvation Army. Cuddly toys are nice, but spare a thought also for those who are often overlooked: mums and adolescents. The most convenient presentation is a Christmas bag, rather than wrapping paper, as all gifts have to be checked before passing them on.

Clean Up Australia Day

Due to the inclement weather, we have had to postpone our original Clean Up Australia Day effort.

The plan is for volunteers to carry out the Clean Up over the next 2 weeks, as weather permits. Rubbish bags can be taken to the tip, left at the end of the Hall or even left at the side of the road where patrols can collect. Lofty Mason will be co-ordinator and volunteers should ring, visit or Email him (details below) to discuss the area they are clearing.

Lofty has all the normal gear—bags, drinks, gloves, chewy bars etc.

Wamboin Community Christmas Carols

Public Information Session

Telecommuting in Palerang

Sustaining Our Towns (SOT), funded by the NSW Government through its Environmental Trust, is currently undertaking a feasibility study for a network of tele-commuter centres throughout the regions surrounding the ACT. The study will cover the region but will focus on the Bungendore area as a case study.

Tele-commuting means working for all or some of the time away from the workplace. The tele-centre model we are investigating is one where a number of different employers may rent space in a shared office location for their employees. Contractors and employees currently working from home may also wish to individually rent space in the facility. There may be other spin-off benefits for businesses co-locating as well.

We need to know how much interest there is in all of these possibilities so we can pick some winners and make them happen! Help us help you!

WhenTuesday November 29th 7.30 pm

SpeakersWelcome from the Mayor of Palerang, Walter Raynolds

Land for Wildlife

The meeting to find out about the Land for Wildlife scheme will go ahead on Saturday 30 October 2010 at 10.30 am for an 11.00 am start, at the Wamboin Community Hall. Several people have been in touch and plan to come along. It is not too late to jump onboard – just let me know you are coming (see contact details below).

Just to recap....... you can find out about the Land for Wildlife program at www.cen.org.au/landforwildlife. The Land for Wildlife scheme encourages property owners to commit to managing all or part of their land in an environmentally friendly way. The program is free to join and is not legally binding. The minimum size of land to register is half a hectare of native bush land. Over time the scheme not only provides refuges for wildlife, but it allows wildlife corridors to be created where Land for Wildlife areas match up. It also gives us encouragement to look after our wildlife and enjoy having it around.

Cheers!

Bush Baroque – Triple Treat

Lathika Vithanage is establishing herself as a leading baroque violinist in Australia by playing with such ensembles as Salut! Baroque, Orchestra of the Antipodies and Ludvicos Band. A graduate of the Sydney Conservatoire, she is soon to spend two years in Italy undertaking postgraduate study with Stephano Montanari in Milan. One of her last concerts before going to Italy will be with Bush Baroque in Bywong on Saturday and Sunday June 19/20. One of the works she will perform is a virtuosic sonata by Fontana, an early baroque Italian composer.

In a concert called "Triple Treat" she is one of the treats, the others being the a capella female vocal group, Polifemy, and another exciting young talent in Emma Jenvy, soprano. Polifemy will be singing scared music by Palestrina, Monteverdi, Byrd and Vinci, while Emma will be singing cantatas by Handel and Telemann.

Richard and Joan Milner both play the viola da gamba, an instrument rarely heard today but popular in England and Europe between about 1450 and 1700. Derived from the Spanish guitar, it is a bowed instrument with 6 strings and frets. The bass and tenor instruments will be heard when they join with Lathika in trios by Giovanni Coprario (as he liked to be called however his real name was John Cooper!) and Emma in sacred pieces by Byrd.

These concerts are held in the delightful setting of Milners Music Room at Bywong and seating is limited. Please book by phoning Richard or Joan Milner on 6236 9212 or emailing violsaustralia@gmail.com.

Entry is by donation of $15 or $12 (concession) to Hartley LifeCare Inc., for a starting time of 1.30 pm. Lambert Vineyards kindly sponsor these concerts by their gift of wine, which is served with nibbles after the concert.
